On 26 December 2023, the European Council for the Holy Quran (ECHQ), a theological council of imams and scholars founded in 2022 and closely tied to the Muslim Brotherhood in Europe, reported about its first conference in Istanbul, held from 22–25 December 2023. According to the conference’s final statement, the event aimed to lay the scientific foundations for the curricula of Quranic schools and institutes throughout Europe. According to the ECHQ, more than 50 Quranic institute representatives participated in the conference. The event brought together a large number of European MB leaders, including former Council of European Muslims (CEM) Chairman Samir Falah, Ahmed Al-Rawi, a long-time president of the CEM predecessor FIOE, and International Union of Muslim Scholars board member Issam El-Bashir.
